Haven’t seen this very often, at least recently. The EPA, of all agencies, says Honolulu should alter a planned rail line to avoid displacing residents. There are other issues the EPA wants explored, but this strikes me as an interesting way for the EPA to engage in transportation. The city of Honolulu seems to think it’s done its due dilligence. I’ll be interested to see how this plays out.
I know from some journalistic experience that environmental impact studies of the sort Honolulu has done and may have to amend take a LONG time, so this could certainly mean major delays for the project, for better or worse.
