Public-Private partnerships for rail?

Dallas-Fort Worth is exploring a partnership to build new rail.  Wonder what that would look like…if it gets the rail online faster, great.  My fear is that the “private” part of the partnership would control fares and look to maximize profits above all else.  Texas has had its fair share of recent fights over public-private partnerships for highways, and one of the biggest fears seemed to be the extent to which a corporation would manipulate tolls in such a way that it would price people out of driving the road.  It will be interesting to see how this partnership shapes up.
